Where is my Snap Card?

I just recently lost my Job of 5 years after the business went under. I had to apply for snap benefits until my unemployment comes. I lost my Card and went up to the food stamp office to get another one. The receptionist gave me a piece of scrap paper and said to write my name and address on it and my card would come in 7-10 days. It never came. I read the PA Snap Handbook and it stated by law my card was suppose to come in 5 days. I continued to call to no avail. I then called the Snap Hotline and they said it was no record of my card ever being ordered. They then said I would receive it in 4 days. I haven't received anything this whole thing started on March 15th. It's April 2nd. My family has been iking by. What should I do and who should I complain to? I need to know who I can turn to to get the matter resolved. I live in PA
