Why did they ban ice cream made with...?

It's sounds puritanical to me to make it illegal. My parents told me I was nourished by mothers milk until I was 18 months old. Both of my children were fed for the first nine months. What can be more natural than mothers milk? I would eat the ice cream and I would enjoy it.
