Phone line all crackling and hardly any broadband, What could be wrong?

For 3 years we have had fine phone lines and have been getting 8meg broadband. Over the past week the broadband speed got worse and worse until it has nearly stopped and now when we use the phone there is a extremely load fuzzy, crackling noise. What could be wrong?
