Can anyone help me with finding out how a compound is soluble or not?

I have some basic notes on what poliatomics and elements are soluble or insoluble, but what if a compound has one thing that's supposed to be soluble, and one that's supposed to be insoluble? For example: K2CO3 Potium is supposed to be soluble but carbonate isn't, so how do I know what the compound is?
